Federal Intoxicants Act (basics)

I've worked on the Intoxicants Act for the better part of two years (started over on it at least a half dozen times).  It allows licensing for an individual to grow their own ($350 federal license per year, $150 one time for hydroponics permit, states receive 50%  of federal license but if they keep it illegal they lose federal policing funds; there will be increased fines for breaking the laws, and a per-seed tax, which seeds can be mail-order or sold in plant nurseries, no selling of harvested herb or plants), which means you get freedom, the government gets $$, and the crimes the law now encourages gets ravaged. The Intoxicants Act takes the drug-dealing out of things for the most part (no stores selling herb or "taxing it like cigarettes" which is a non-starter)  yes I will finish a rough draft soon in time for the new zine, and there will be a  petition also. 80% of licensing revenues goes towards health-care and medicine research.
