Was just gonna say this is my 2 cents. Now though reams of information
are coming through saying this explanation is in fact a reality of the
situation:

Todd West: yes, to some degree. The Lone Wolf and Roving Wiretap previsions allowed 24/7 365 use of celldar (passive cellular radar) on any individuals which somehow falls under those two statutes. Now, this "Freedom Act" thing, which will pass, will fully restore those parts, and the patriot act itself can and most likely will be reinstated in full, somehow, if the freedom act does not pass. Celldar, when used against you, produces infrasonic quantum feedback, which is a nightmare wherever cavity resonance can be achieved (in structures, cars, or even outside if conditions are right). To get an idea what QIF is, check out the complaints here - http://thehum.info, probably a good 95% or more of these complaints are from the use of passive radar type devices. Already, and in the days/weeks leading up to this partial patriot act rescission, literally hundreds of thousands of people have reported, somehow, mysteriously, this insane "humming" suddenly quietened. This is only in the US it seems, throughout NATO nations where celldar is ubiquitous, only US nationals have been reporting a quieting. So, more than likely, and I'd say surely, this sudden decrease in "the hum" is related to the patriot act restrictions.

Stingray type technologies, if the trace back signals are high enough, can and will cause similar nightmares, though most of the time it is the fingering of the devices being monitored causing localized (near device) radiation damage which is the true potential threat. -
